Two Qualifications, Two Different Roles
If you’re looking to formalise your emergency response skills — or build out a capable, credentialled response team for your organisation — the RII Training Package offers two nationally recognised pathways: the RII30719 Certificate III in Emergency Response and Rescue, and the RII41319 Certificate IV in Emergency Response Coordination. Both are designed for personnel working in high risk industry environments, but they serve different roles, cover different competencies, and sit at different levels of responsibility.
Choosing the right course comes down to understanding what each qualification covers, who it’s designed for, and what you or your team will be expected to do on site. This guide breaks down both qualifications, explains the key differences, and helps you determine which pathway suits your needs.
At Parabellum International Training, we offer both qualifications through our nationally recognised training programmes across Western Australia. Explore our full emergency response courses, or continue reading to learn the key differences.
The RII Training Package
Both qualifications are drawn from the Resources and Infrastructure Industry (RII) endorsed training package — the nationally recognised framework governing emergency response and rescue training for the infrastructure industry across mining, oil and gas, construction, utilities, and related sectors. The RII training package sets the packaging rules, core units, Group B and Group C elective requirements that define each qualification.
This matters because it ensures that successful completion of either course delivers a valid vocational outcome that is portable across employers and industry sectors nationally. Employers in the infrastructure industry, mining, and resources sectors are familiar with RII30719 Certificate III in Emergency Response and Rescue, and the RII41319 Certificate IV in Emergency Response Coordination as the standard qualifications for rescue team members and emergency coordinators respectively.
RII30719 Certificate III in Emergency Response and Rescue
What It Covers
The RII30719 Certificate III in Emergency Response and Rescue is the foundational qualification for rescue team members working in industrial emergency response. This qualification is designed for personnel who will actively participate in rescue operations — not manage or coordinate them — and who need the skills and knowledge to respond effectively to a broad range of site emergencies.
The qualification reflects the role of rescue team members who perform tasks involving physical entry, extrication, and emergency care in hazardous environments. Personnel completing this qualification develop the competency to respond to local emergencies, conduct rescue operations, prepare equipment for deployment, and apply safety procedures consistently under pressure in real world environment conditions.
Parabellum’s RII30719 Certificate III in Emergency Response and Rescue course is offered across multiple intakes throughout the year in Perth, Western Australia. The course fee is $5,500 per enrollment, with an initial deposit of $1,499. A payment plan is available to assist individuals and organisations managing training budgets — contact Parabellum directly to discuss payment plan options.
Core Units
The core units of the RII30719 Certificate III in Emergency Response and Rescue establish the essential skills every rescue team member must hold, regardless of their specific rescue discipline. These typically include:
-
- RIIRIS301E Apply risk management processes — understanding and applying risk management processes in emergency response contexts
- RIIWHS201D Work Safely and Follow WHS Policies and Procedures — workplace safety obligations and emergency procedures in high risk environments

Group B Electives: Rescue Disciplines
The Group B elective structure is where the RII30719 Certificate III in Emergency Response and Rescue allows organisations to tailor the qualification to their specific emergency response context. Group B electives cover the rescue disciplines relevant to the hazards and environments your team will respond to. Common Group B electives available through Parabellum’s International Training RTO course structure include:
-
- PUAFIR207 Breathing apparatus open circuit — operating breathing apparatus open circuit in irrespirable atmospheres; this is one of the most common Group B selections for fire team operations and confined space rescue contexts, and links directly to the MSMWHS216 competency standard
- RIIERR201E Conduct fire team operations — responding to local emergencies, conducting fire team operations, and initial response to industrial fire incidents
- PUAFIR306 Identify, detect and monitor hazardous materials at an incident — units to identify, detect, and monitor hazardous materials at an incident, and render hazardous materials incidents safe; essential for rescue team members working at chemical, oil, gas, or processing sites
- PUASAR025 Undertake confined space rescue — planning and participating in confined space rescue operations, including rescue operation provide and casualty management in enclosed environments
- PUASAR032 Undertake vertical Rescue — vertical rescue participate, rigging, and rescue from height; required for rescue team members operating at elevated structures, towers, or vertical rescue sites
- PUASAR024 Undertake road Crash Rescue — how to extricate and transport people involved in road crash incidents, including patient packaging, manage injuries, and coordinate with external agencies at crash sites
- PUASAR022 Participate in a rescue operation -unit equips learners with the practical skills and knowledge to safely take part in rescue operations and support emergency response effort
- RIIERR302E Respond to local emergencies and incidents -unit equips learners with the skills and knowledge to respond effectively to emergencies and incidents in a local work environment, while prioritising safety and compliance.
- PUAEQU001 Prepare, maintain and test response equipment -unit provides learners with the skills to safely prepare, maintain, and test emergency response equipment to ensure it is ready for use when needed.
The Group B packaging rules require candidates to complete a set number of elective units from the Group B stream to satisfy the qualification prerequisite unit requirements for RII30719 Certificate III in Emergency Response and Rescue. Completing prerequisite units ensures candidates are fully qualified and gain the complete set of skills and knowledge required for the qualification.
Group C Electives
Group C electives allow further specialisation where relevant. Depending on your operating environment — for example, underground coal mining or mine emergency response contexts — Group C selections may include units specific to underground incidents, rescue operation group coordination in mine settings, or contingency measures for remote or underground operations.
RII41319 Certificate IV in Emergency Response Coordination
What It Covers
Where the RII30719 Certificate III in Emergency Response and Rescue is for rescue team members participating in operations, the Certificate IV in Emergency Response Coordination is designed for those who lead, coordinate, and manage emergency response teams. The qualification reflects the role of personnel who must apply advanced knowledge across emergency response and rescue team members working under their direction, maintain emergency preparedness, coordinate initial response across multiple work site incidents, and manage the interface between internal emergency response teams and external agencies.
The Certificate IV in Emergency Response Coordination course builds on the skills and knowledge gained in the Certificate III, preparing learners for advanced roles in emergency response. It is typically the next step for experienced rescue team members moving into coordination roles, team leader positions, or HSE roles responsible for site emergency preparedness. It is the appropriate qualification for anyone who needs to manage emergency incident operations rather than just participate in them.
